According to statistics, the number of road accidents caused by foreigners in Poland is increasing. The reason may be the lack of penalty for drivers from outside the EU for traffic offenses registered by the speed camera.
In 2018, there was an increase in road accidents in which foreigners took part, and most often they were Ukrainians. This is a reflection of the growing migration from Eastern countries.
It turns out that, until then, there is no possibility of fining a driver from a speed camera caught and having a registration number of a car from outside the EU. It is still the case that, for example, a Ukrainian, a Russian, a Belarusian, caught on a speed camera for entering on a red light or excessive speed remains unpunished because Poland has no access to the car owners' database.
Such a person may be punished for not following traffic rules, only if Polish policemen catch her in the act.
Foreigners are causing more and more road accidents
In 2018, 1,404 road accidents involving foreigners and 25,564 collisions were reported to the Police. Drivers from abroad were responsible for 730 accidents, which is 124 more than in the previous year. As a result of these accidents 108 people died and 1,034 were injured.
I am terribly sorry to write about it, but I have to. The vast majority of road incidents, which were also recorded as the most tragic consequences, took place due to the Ukrainians' fault. According to official data from the police report , in 2018 Ukrainians caused 596 accidents (by 143 more than in 2017) and 11,858 collisions (by 2 784 more than in 2017). As a result of these road incidents, 104 people were killed and 849 injured.
In second place in terms of the number of road incidents are Germans, they participated in 108 accidents and 3,108 collisions. In the third place are Belorussians - in 67 and 2 439, respectively, the fourth are Lithuanians - 49 and 1 317, and the Russians in the fifth - 45 and 746.
The main causes of accidents caused by drivers from abroad
According to the report of the Main Police Headquarters, the main causes of accidents were:
- failure to adjust speed to traffic conditions - 208 accidents,
- failure to give priority to the journey - 155 accidents,
- failure to maintain a safe distance between vehicles - 83 accidents,
- incorrect behavior towards a pedestrian - 64 accidents,
- fatigue or sleep - 30 accidents,
- incorrect overtaking - 24 accidents.
Most road accidents with the participation of foreigners were recorded in the following provinces: Mazowieckie, Wielkopolskie, Małopolskie, Dolnośląskie and Łódzkie.
The reason for the increase in the number of road accidents involving foreigners
This can be explained by the fact that Poland, due to its location, is a transit country, and by far the largest percentage of foreigners entering and passing through our country are citizens of neighboring countries, especially from the east to west, - we read in the report of the Polish police.
In my opinion, just understanding the cause is not enough, specific measures must be taken to reduce the number of accidents.
Often, Ukrainian drivers cause accidents after drinking alcohol
On March 18, 2019, there was a car accident near Łowicz. The 31-year-old Ukrainian driver of the Audi A3 hit the back of the tir truck. After the incident, the Ukrainian car pulled into the opposite lane and then into a ditch, where the car caught fire. Fortunately, none of the drivers required hospitalization, however, the study showed that the Ukrainian had more than three per mille of alcohol in the body. As a result, the man lost his driving license and threatens him with up to 2 years in prison.
On April 2, 2019, a Ukrainian killed a road accident in Gdańsk Osowa. The 23-year-old Ukrainian did not adjust the speed of movement to the conditions of the traffic, lost control of the car and drove onto the pavement, stripping a 55-year-old woman. The woman suffered death as a result of injury. The driver of the car had 2.1 mililes of alcohol in the exhaled air. The perpetrator threatens to 12 years in prison.
There are more such stories. They happen regularly.
The sense of impunity creates the opportunity for irresponsible driving
According to "Rzeczpospolita" , Poland has a huge problem with the fact that drivers from outside EU countries who have been caught by a speed camera, do not suffer any punishment. The reason is that the government or the parliament have not changed the rule until that time, allowing them to issue mandates from the CANARD speed camera system when crossing the Polish border.
Poland does not have access to the drivers' database from the East and can not send seats to Ukraine or Belarus.
Due to legal conditions and (...) correspondence mode of CANARD action, it is not possible, in an automatic way, to proceed with violations for vehicles registered outside the EU. There is no register of vehicle owners and provisions on cross-border cooperation in prosecuting offenders. Poland loses millions of zlotys annually. - explains the Main Inspectorate of Road Transport.
So drivers from outside the EU can only get a ticket if they are caught red handed. In 2018, inspectors imposed on foreign drivers 1.4 thousand. seats for a total amount of PLN 211,460.
The Ukrainians' riding culture in Ukraine also leaves much to be desired
On July 23, 2018, a text entitled "Is mortality on roads in Ukraine the largest in the world?" Appeared on the BBC website. The reason for using such an acute title were road accidents, which took place two days before the publication of the article. July 21 in Ukraine as a result of four road events in various regions of Ukraine died 21 people. I emphasize, it happened suddenly in one day.
According to official police statistics , in recent years, the number of deaths in road accidents has significantly decreased in Ukraine. The bloodiest of Ukrainian roads in recent years was the year 2007, then as a result of road accidents killed 974 people. By 2013, this number had gradually decreased to 4,483 people, and in 2018 it amounted to 3,350 people.
Comparing the official statistics of road accidents in Poland and Ukraine, it turns out that in 2018 in Poland there were 31 674 accidents (2,862 people were killed), while in Ukraine - 24,294 road accidents (3 350 people were killed). There have been fewer accidents in Ukraine, but there are many more victims. The head of the civic Vision Zero initiative, Victor Zagreb, suggests that police statistics may be underestimated.
If I am to be honest, I also do not really believe in the statistics of accidents in Ukraine, simply because I still hear about subsequent events, victims. While I am in Ukraine, I only try to drive with trusted drivers and I never feel safe when traveling with family on some longer routes.
When visiting my hometown in Ukraine (Dnipro), I usually fly to Kiev first, hence I have two options to get to my city - by bus straight from the airport or by rail from the main station of the capital. I never choose the first one. Even though I would come home earlier, I have to wait several hours for the train at the train station. I'm just afraid to ride Ukrainian roads. There are two reasons: firstly, most roads are in bad condition, which increases the likelihood of an accident, and secondly in Ukraine a large part of drivers do not comply with traffic rules (even public transport drivers - marshrutkas) because they know that in the event of an inspection they can arrange a bribe matter.
